The Client

The Nurse-Family Partnership (NFP) is a leading national evidence based, community health program that helps transform the lives of vulnerable mothers pregnant with their first child.  Each mother is partnered with a registered nurse early in her pregnancy and receives ongoing nurse home visits that continue through the child’s second birthday.

The Challenge

Program administration was based on a legacy clinical information system (CIS) that was created when NFP was serving a substantially smaller customer base. The system was not designed for the multiple constituents the organization currently serves, or for its continued growth. In addition, it was largely paper based, presenting another challenge for efficiency as NFP scales.   A significant increase in the CIS capabilities was needed, but because NFP is a human services non-profit organization, it did not employ all of the required expertise for an IT project of this scope.

The Approach

enVision leveraged proven project management methodology to approach the project.  The initial scope of the engagement was for enVision to lead a Software Assessment and Vendor Selection, Process and Requirements definition, and Organizational Change Management.  An underlying goal of the engagement was to transform the organization with standard process methodology and to incorporate that into other NFP business activities.  We worked with the organization to build the project governance and communications support structures.   We developed and executed a detailed project plan and obtained the appropriate support to staff the project.

The Results

With a clearly documented and well communicated plan enVision Business Consulting achieved all of the project deliverables on schedule and on budget.  The project deliverables included:

Vendor Assessment / Selection

- Evaluation of more than 25 vendors and selection of 11 vendors for the RFP
- Development of the RFP including a Total Cost of Ownership worksheet
- Development of an internal vendor selection methodology and scoring process which included written proposal evaluation and oral presentation / system   demonstration scorecards
- Prearranged agenda for vendor oral presentations and Play Scripts for software system demonstrations
- Detailed work plans for Vendor Selection, Due Diligence and Negotiations

- Current State and Future State Process documents
- Detailed Requirements document
- High-level Process Flow and Capability Matrix in support of the RFP

- Communications Strategy and Plan
- Change Management Strategy and Plan
